Industries are shrinking and factories are closing, so importing more workers is not actually needed?

-> Unless the plan is to reduce the cost of labour, to make industries profitable despite high energy cost.

A simplified example of a factory:
- 10,000 workers with 4,000€ monthly cost each, totaling 40,000,000 monthly
- Other cost like energy and materials of 20,000,000€ monthly
-> Totaling at 60,000,000€

Now due to sanctions and other factors the cost of energy and materials doubled to 40,000,000€, making the industry not competitive.

So to save the industries, you either reduce the energy and material cost again, or you lower the labor cost, hence you can bring in foreign workers which will work these jobs for half price.

So now we can reevaluate the cost:
- 10,000 workers with now 2,000€ monthly cost each, totaling 20,000,000 monthly
- Other cost like energy and materials of 40,000,000€ monthly
-> Totaling at the same 60,000,000€, but now we’re paying half for labor and double for other cost.
