@realismtold@InterstellarUAP Degrees are typically divided into minutes (1/60th of a degree) and seconds (1/60th of a minute, 1/360th of a degree). This gives you the common format you’ve probably seen: DD° MM’ SS”. So he’s basically saying it’s off by 3 minutes (0°3’0”).
@WeatherProf It’s a 1000 year recurrence interval… very different from 1-in-1000 years. It means 0.1% chance of exceedance annually. Still a shit ton of rain though.
