Las nuevas medidas se producen después de que el Gobierno de Trump bloqueara a principios de este año las exportaciones de petróleo venezolano a Cuba y presionara a México para que detuviera sus propios envíos, lo que contribuyó a que la isla sufriera importantes apagones y provocó que las aerolíneas extranjeras suspendieran los vuelos a dicho país.
