@MichelleOckers I would start in word or ppt they both have great accessibility checking tools built in. Make sure you get accessibility right before you convert to PDF. Then adobe pro can make the PDF add the interactivity and typsvle fields.

@adyhowes Narration in an opening video or animation is ok to provide context and give the key concepts. Always have a transcript for accessibility and people who prefer to read and the keep it off unless it’s for children.
