A valuable point made by @FocusIreland - people in homelessness are asked about where they lived most recently. When people are evicted from rental accommodation, they often go and stay with family/friends for a while. Stats based on "most recent" accomodation can be misleading.

We are told this can't be done in Ireland, because the constitution forbids it.

If, as the government insists, the constitution is a barrier to solutions on housing then it's time to change the constitution.
