I want to sincerely thank the Speaker, Rt. Hon. Emmanuel Emeruwa, and the entire Abia State House of Assembly for their diligence and speed in passing this bill. Your attention to detail, rigorous scrutiny, and collaborative spirit exemplify the kind of democracy we are building in Abia.

No matter how rich you are individually as a Nigerian, we are all collectively poor. Very poor.
You only realize this during emergencies. A fire breaks out and there is no fire service. An accident happens and there is no first aid, no ambulance, no system.
Today, a world boxing champion like Anthony Joshua was involved in a car accident and not a single ambulance showed up. Someone that rich and globally known. People only gathered around him like it was a carnival. No safety measures. No trained response. Just chaos.

What is actually Nigerian about Nigeria?
Our language is British.
Our constitution is British.
Our legal system is British.
Our military structure is British.
Our civil service is British.
Our education system is British.
Our borders were drawn by foreigners.

We didn’t build a country, we inherited an operating manual.
Strip everything away and what’s left that is truly ours?
Food. Music. Culture. Survival instinct.

We are trying to run a 21st-century African nation using a foreign blueprint designed in the 19th century for colonial convenience not for unity, innovation, or prosperity.
No deep national conversation.
No reset.
No redesign.
Just managing a system that was never meant to work for us.

Maybe it isn’t leadership.
Maybe it isn’t tribe or religion.

HEALTHCARE IS A RIGHT, NOT A PRIVILEGE – GOV. OTTI, THANKS ABIA DIASPORA COMMISSION FOR MEDICAL OUTREACH IN THE STATE.
Abia State Governor, His Excellency, Dr Alex Otti, OFR, says that the expected outcome and returns on the huge investment in the health sector of the State by his administration is to improve the health of the people, stating that healthcare is a right and not a privilege, while emphasizing that the returns may not come in financial terms.
Governor Otti spoke on Friday, December 19th, at the Michael Okpara Auditorium, Government House, Umuahia, while receiving in audience, the medical team of the Abia State Diaspora Commission led by its Chairman, Okey Agbara, who were in the State on a medical mission.
The State Chief Executive said, "For us, we spend on healthcare knowing fully well that the returns may not come in Naira and Kobo, in Dollars and Pounds, but in the health of our people, in their lives.
“If you don't have health, then you don't have anything. And if you are in doubt, just visit the hospital.
"We believe that healthcare is a right and not a privilege. We also don't accept that if you cannot afford healthcare, then you cannot have it.
"As a government, we've taken the principal decision to put our money where our health is", Governor Otti stated.
The Governor thanked the Abia State Diaspora Commission for making the medical mission possible and requested them to extend the medical outreach, saying that he would be very happy if they accept to extend it.
"I want to thank all of you who came from outside the country to help us support what we've been doing in the last 30 months to democratize healthcare.
"If this medical mission can be extended, we'll be very happy. We'll provide all the support.
"Because, if you have done this much in a few days, just imagine what could happen if you are here for another week or two," Gov. Otti stated.
The Governor thanked the Chairman of the Diaspora Commission, Okey Agbara, the Executive Secretary of the commission, Rev. Dr Annie Onu, and members of the medical team, as well as the hard-working Commissioner for Health and other top government officials in the health sector
Also speaking, the Commissioner for Health, Professor Enoch Ogbonnaya Uche, noted that the Governor, in the early part of the year, launched a very critical intervention in the health sector, board of free medical outreach, health insurance, and collaborations with global health organisations.
Prof. Uche disclosed that over 10,000 adults have benefited from medical outreaches in the State in direct health care support, with over 120 surgeries performed.
“Within these five days, a lot of people in different cities, their stories have changed. From those who would have died in the next couple of months, to those who are now going to live to fulfill their destiny.”
He thanked Governor Otti for his determined efforts to bring quality health care delivery to the people.
Earlier in his speech, the Chairman of Abia State Diaspora Commission, Mr. Okey Agbara, said that they have seen the commitment of the Governor to the development of the State, including delivering quality health care to the people, and have decided to support him.
"We have instituted what we call a universal healthcare, where everybody who is supposed to be treated, is supposed to get this healthcare.
"That's why we came. And that's why we said, okay, we are going to support our government. We have instituted training of healthcare professionals in the areas of CPR.
"And, I will also use this opportunity to thank our Honourable Commissioner. His erudition is top-notch. He is somebody you can trust," Agbara stated.
The Chief of Staff to the Governor, Pastor Caleb Ajagba, Ph.D, and other top government officials, including the Executive Secretary, Abia State Diaspora Commission, Rev. Dr. Annie Onu, were present at the event.

GOV. OTTI SIGNS INTO LAW, UNVEILS ABIA STATE 25-YEARS DEVELOPMENT PLAN - 2025-2050.
Abia State Governor, Dr Alex Otti, OFR, has signed into law and officially unveiled the Abia State 25-Years Development Plan with assurances of its sustainability over the period of the plan.
Unveiling the plan aimed at lasting from 2025 to 2050, at the International Conference Centre, Umuahia, the State Chief Executive, said that, the plan is a holistic development framework upon which the State's policy direction and resource allocation outlook will be evaluated.
"The 25-Years Abia State Development Plan, which we have signed into law and unveiled, is a dynamic document that captures our resource advantages as a State, our current position on the development ladder, and where we hope to be in the next 25 years as we commit ourselves to certain decision pathways with respect to public sector spending, effective governance paradigm, process strengthening and consistency in building the competencies of our people and institutions", Gov. Otti stated.
The Governor underscored that what his administration is doing is not completely new, but bothers on planning, noting that the former document was reviewed to meet today's reality and assured of its sustainability, given the fact that it has a legal backing.
"There was a 30-year development plan. But the advent of COVID and the change in the direction of the government, both at the centre and at the sub-national level, have combined to render that document invalid.
The Governor, who assured of the sustainability of the plan explained why some development plans fail, and maintained that the 25-Years Development Plan would not fail because of the legal backing, having been passed into law by the State House of Assembly and assented by the Executive Governor.
"A number of reasons have made development plans to fail. The first is the absence of a legislative framework to instil discipline in the execution.
"The second is the inability to realistically anticipate bombs and outline mitigation measures, or as we see all the time, the reckless pursuit of private interests by political actors and the absence of a suitable framework for calling them to order.
"All these pitfalls have been carefully noted, and in line with our determination to achieve the priority targets as captured in the plan, we have anchored our aspirations on a firm legislative foundation through the State House of Assembly.
"It's going to be very, very difficult for certain administrations to evade it, simply because it has passed the scrutiny of not only SBAS and development partners, but the State House of Assembly. So, what I did moments ago was to sign this document into a law" Gov. Otti stated.
Governor Otti commended members of the State Economic Management Team for the brilliance of their work and the commitment to getting the plan put together in good time and members of the Abia Global Economic Advisory Council for providing important directions, guiding the team and enriching the document with their extensive knowledge. He also appreciated the roles played by some development partners including, the UNDP, PIND and others.
In his goodwill message, the United Nations Development Programme Resident Representative, Ms Elsie Attafuah, represented by Ms Maureen Okoro said that the event signals the State's determination to pursue a long-term, coherent, people-centered development pathway that prioritizes sustainability, inclusion and shared prosperity.
The UNDP commended the visionary leadership of Governor Alex Otti for embarking on the ambitious exercise, noting that the development plan aligns strongly with UNDP's core development principles, evidence -based planning, inclusive growth, sustainable finance and human development, and assured of its support to execute the plan.
Also Speaking, the representative of Partnership Initiative In Niger Delta (PIND), Mr Chuks Ofolue noted that the 25-Years Development Plan which is a review of the 30-years development plan of the previous administration is more focused, adding that the document will serve as a guide for subsequent administrations.
The President of Aba Chamber of Commerce, Industries, Mines and Agriculture (ACCIMA), Mazi Jude Nwosu said that the plan represents government's commitment to transforming the State into a fleet of progress, innovation, prosperity and vibrant economic hub in West Africa, and applauded Governor Otti for the bold step.
The unveiling ceremony, which attracted many dignitaries and top government officials, featured the signing of the 25-Years Development Plan into law by Governor Alex Otti in company of the leadership of the Abia State House of Assembly.
