Your math is not quite right.
I see that you got charged for early return for nearly 20% of the fee. You also added insurance .
VAT is standard in Europe , albeit larger than us state tax.
km tax - that was new for me, but after a light reading I learned that funds for road maintenance are are taxed per km driven instead of taxing the fuel ( which got cheaper compared to last year ).
It feels no different than renting a car in us or Europe apart from the huge daily rate .
