Hear me out, Ugandans: there is no tribe called Banyarwanda. "Banya" means "people of," and Rwanda is a nation or country. The tribes that make up the banyarwanda (people of Rwanda) are the Tutsi, Hutu, and Twa. There could be others, and I stand to be corrected, but what I know is that there is no tribe called Banyarwanda.
The 1995 Constituent Assembly (CA) decision to recognize banyarwanda as a tribe in Uganda was the worst mistake in the history of Uganda. If not cured, it will cause problems that will take decades, if not centuries, to solve.
Including them in that constitution was an act of Ubuntu, trying to accommodate people who had stayed in Uganda as refugees for a long time. However, the mistake was recognizing them by their nationality (Banyarwanda) rather than through their specific tribes. Yet, we have Batwa in Kisoro who pay allegiance to Uganda and have nothing to do with Rwanda. Their inclusion in the 1995 Ugandan Constitution left loopholes that allow every Rwandese to claim to be Ugandan. Mr. Museveni has failed to correct that mistake, and I can guarantee you that it will be a disaster for Uganda. ๐บ๐ฌ

@RonaldMuhinda So Rwanda border can't be an exception or special. We either have a borderless EAC or a bordered one. Rwanda immigration is in fact more restrictive than our lopsided one.

Banyarwanda as a tribe here is a creature of the 1995 constitution that also has Barundi as a tribe here. Both ethnic groups are not in Rwanda or Burundi.
@Ruharabu You are eligible to apply for citizenship by birth and be granted citizenship if all factors are constant. But you don't automatically become a citizen. You must formally apply for it.
@Commonsens31881@I_Rugambwa It changed by removing category of citizenship "by descent" & merging it with citizenship "by birth". This was deliberate to create elasticity. What was wrong with word "descent" that was unambiguous on citizenship traced from one's descendants as it was in earlier constitutions?
@I_Rugambwa Check 1967 constitution and check the old passport application forms, if you can access any. Or talk to an old hand at the immigration department.
@I_Rugambwa Other categories were not automatic. One had to apply formally before citizenship was granted. So if born in Uganda to non-indigenous parents, one could get citizenship by birth upon application, else may remain just a resident if they never formally applied. Why was it changed?
@I_Rugambwa This ambiguity was brought into 1995 constitution to give window to some people. Previous constitutions provided for citizenship by descent, by birth, by naturalisation & by registration. By descent was automatic to children of parents from indigenous communities at Feb 1, 1926.
