It’s worth asking your local water company first, how much debt they have, then who is supplying the loans, and third what interest rate they are paying and was it market competitive at the time it was agreed. You might be very surprised by the answers…

WCs have a statutory obligation to build, operate and maintain sewage systems capable of "effectively dealing" with the "contents of those sewers". @Ofwat say we have provided all of the funding needed to do that.
