A4: It's clear during Covid times that schools/families w/o tech equipment are at a disadvantage. Beyond that, schools that don't invest time/personnel/resources in new approaches will hurt most the S's w/learning problems & enhance existing inequities.

A3: Learning loss is based on standardized tests that measure learning by cc standards. Replace cc standards & testing that cause the term "learning loss" to be used. Better approaches (curriculum, teaching, assessment) will result in "learning gains."
