If someone imports a good, it means there is a need in the market that americans ARENT FULFILLING. The solution to that is not tariffs (because the need still exists)

When the USA exports something (which Canada then tariffs) it means that an American made something, but there wasn't enough demand in the USA, so buyers had to found in other countries.

They scale, however the scale has a DELAY, since new workers are not the same thing as an established worker. Give it a few years, this happened earlier too.
