Death of states? Through outperformance of alternatives vs incompetence mostly. Maybe Mars different constitutionally.

Total bedlam / starvation ... or, because they are pretty big disincentives, emergent solutions. There is an opportunity cost to coercive universality.

This is also what humans do. We don't start life with an innate capacity to logically plan and rationally think through stuff. We are pattern matching creatures born with the capacity to learn that and are prone to all sorts of predictable 'hallucinations'. The same also appears to be true for self-awareness and mindful agency, with the added (and eerily AI like) quality that this necessitates social interaction and language.
