தமிழ் வழியில் கல்வி பயின்றவர்களுக்கு அரசுப் பணிகளில் 20% முன்னுரிமை வழங்கும் வகையில், கடந்த 2010 ஆம் ஆண்டு "தமிழ்நாடு தமிழ் வழியில் பயின்றவர்களுக்கு முன்னுரிமைச் சட்டம்" (PSTM Act) கொண்டு வரப்பட்டது. இதன் மூலம், தமிழ் வழியில் பயின்ற இளைஞர்களுக்கு, அரசுப் பணிகளில், 20% முன்னுரிமை வழங்கப்பட்டு வருகிறது.

அரசு ஊழியர்களும், இந்தச் சட்டத்தின்படி,TNPSC மூலம் Group-I போன்ற உயர்பதவிகளுக்கு, இந்த முன்னுரிமையைப் பயன்படுத்த முடிகிறது. ஆனால்,TNUSRB மூலம் நடைபெறும் உதவி ஆய்வாளர் பணியிட நியமனங்களுக்கு, காவல்துறையில் ஏற்கனவே 5 ஆண்டுகள் கான்ஸ்டபிளாகப் பணிபுரிந்தவர்களுக்கு மட்டும் வழங்கப்படும் 20% துறை ஒதுக்கீட்டில், இந்த முன்னுரிமை வழங்கப்படுவதில்லை.

உதவி ஆய்வாளர் (SI) பதவிக்கான ஆட்சேர்ப்பு என்பது நேரடி நியமனமாகவே நடைபெறுகிறது. ஐந்து ஆண்டுகள் பணிபுரிந்த காவலர்களுக்கு துறை ஒதுக்கீட்டின் கீழ் 20% முன்னுரிமை வழங்கப்படுகிறது. ஆனால், அந்தத் துறை ஒதுக்கீட்டின் கீழ் போட்டியிடும் தமிழ் வழியில் கல்வி பயின்ற காவலர்களுக்கு, PSTM சட்டத்தின்படிவழங்கப்பட வேண்டிய தமிழ் வழி முன்னுரிமை வழங்கப்படாதது ஒரு முரண்பாடாக உள்ளது.

கடந்த ஆண்டு, TNUSRB-ன் அறிவிப்பு எண் 01/2025-ன் கீழ் நடைபெற்ற 1352 உதவி ஆய்வாளர் பணியிடங்களுக்கான நேரடி ஆட்சேர்ப்பில், 20% துறை ஒதுக்கீட்டின் கீழ் போட்டியிடும், 5 ஆண்டுகளுக்கு மேல் பணியாற்றும் காவலர்களுக்கு PSTM முன்னுரிமை வழங்கப்படவில்லை. காரணம், "ஏற்கனவே அரசு ஊழியர்கள்" என்பதே. ஆனால், PSTM சட்டத்தில், அரசு ஊழியர்களுக்கு இந்த முன்னுரிமை மறுக்கப்பட வேண்டும் என்று எங்கும் கூறப்படவில்லை.

இந்தச் சட்ட முரண்பாட்டை நீக்க, கடந்த ஆட்சிக் காலத்தில், 23.01.2026 அன்று, தமிழக அரசு "Tamil Nadu Bill No.4 of 2026" என்ற திருத்த மசோதாவை சட்டமன்றத்தில் தாக்கல் செய்தது. அந்த மசோதாவில், தமிழ் வழியில் படித்த அரசு ஊழியர்களுக்கும், உயர்ந்த ஊதியப் பதவிகளுக்கான நேரடி ஆட்சேர்ப்பில் PSTM முன்னுரிமை வழங்குவதே அரசின் நோக்கம் என்று தெளிவாக பதிவு செய்யப்பட்டுள்ளது. மேலும், இந்த முன்னுரிமையை ஒருமுறை பெற்றவர்கள், அதைவிட உயர்ந்த ஊதியப் பதவிகளுக்கு அதனை மீண்டும் பயன்படுத்த முடியும் என்றும் தெரிவிக்கப்பட்டிருந்தது.

ஆனால், அந்த மசோதா இன்னும் சட்டமாகாத காரணத்தால், அறிவிப்பு எண் 01/2025-ன் கீழ் உதவி ஆய்வாளர் தேர்வில் பங்கேற்ற தமிழ் வழியில் கல்வி பயின்ற காவலர்கள் பாதிக்கப்பட்டுள்ளனர். அவர்கள் தாக்கல் செய்துள்ள W.P. No.11362/2026 (Vijay & Others) வழக்கு, சென்னை உயர்நீதிமன்றத்தில் நிலுவையில் உள்ளது. இந்த வழக்கின் அடுத்த விசாரணை, 28.08.2026 அன்று நடைபெறவுள்ளது.

எனவே, தவெக அரசு, தமிழ்நாடு சட்ட முன்வடிவு எண் 4/2026 மீது உடனடியாக முடிவெடுத்து, தமிழ் வழியில் கல்வி பயின்று, தமிழகக் காவல்துறையில் உண்மையாகப் பணியாற்றும் காவலர்களுக்குக் கிடைக்க வேண்டிய நியாயமான உரிமை கிடைக்கும்படி, PSTM முன்னுரிமையை உறுதி செய்ய நடவடிக்கை எடுக்குமாறு கேட்டுக்கொள்கிறோம்.

Seven years ago, on this day, Article 370 was abrogated. A decision many believed was impossible finally became a reality. Since then, Jammu & Kashmir and Ladakh have witnessed remarkable progress through improved connectivity, modern infrastructure, expanded healthcare and education, increased investment, and new opportunities that were long overdue.

Dr. Syama Prasad Mookerjee once said, "Ek Desh Mein Do Vidhan, Do Nishan, Do Pradhan Nahi Chalenge." He dedicated his life to this vision. Under the leadership of Hon'ble Prime Minister Sri @narendramodi ji, that vision became a reality.

Since the abrogation of Article 370 in 2019, landmark projects such as the Chenab Rail Bridge, Udhampur–Srinagar–Baramulla Rail Link (USBRL), Zojila Tunnel, and Z-Morh Tunnel have transformed connectivity across the region. Major investments in AIIMS Jammu, new medical colleges, highways, rural infrastructure, and power projects, along with the implementation of central welfare schemes, have strengthened public services. Record tourist arrivals, industrial and investment initiatives, grassroots democratic institutions, and progress in horticulture and agriculture reflect the region's steady transformation, even as security and political challenges continue to be addressed.

The formation of Ladakh as a separate Union Territory has opened a new chapter in its development. With focused investment in border infrastructure, connectivity, tourism, renewable energy, education, healthcare, and strategic projects, Ladakh has received dedicated administrative attention while strengthening Bharat's national security and accelerating the region's long-term growth.

I sincerely thank Hon'ble Prime Minister Sri Narendra Modi ji and Hon'ble Union Home Minister Sri @AmitShah ji for their vision, determination, and leadership in making this historic decision a reality. It was not an easy decision, but one that has reshaped the future of Jammu & Kashmir and Ladakh. I also extend my gratitude to the armed forces, security personnel, civil servants, and administrators who worked tirelessly to ensure a peaceful and successful transition.

Grateful for this historic milestone in our nation's journey and hopeful for an even brighter future for Jammu & Kashmir and Ladakh.
