At this week's infrastructure symposium in Cape Town, Ramaphosa told the private sector plainly that they are not persistent enough with their ideas, that if business pushed harder and came back more often, government would engage.
Dangote, sharing the same stage, wasn't willing to let that stand, he said the real issue isn't persistence at all, it's attention, and it is genuinely difficult to keep showing up with proposals for a government that isn't actually listening when you do.
This wasn't the only clash between them that day, the two had already gone back and forth on why Africa struggles to fund power projects despite having money sitting in local banks, so the tension had clearly been building before this line landed.
What this really exposes is the oldest argument in African development, governments say business doesn't engage enough, business says government doesn't respond enough, and until someone breaks that cycle the investment both sides claim to want keeps sitting on paper.
