The @CSBAGUGANDA ED @JuliusMukunda presented at the Alternative Government Budget Priorities event at @Parliament_Ug, speaking to the various proposals led by Opposition Leader Joel Ssenyonyi
Attached are the Key Highlights;
➡️Mukunda highlighted a 75% increase in the budget over 5 years, questioning if citizens’ quality of life has improved at the same pace.
➡️Uganda increasingly relies on borrowing to pay back borrowing. Out of 44 trillion UGX, nearly 40% goes to corporate debt, leaving little for development.
➡️The national budget is described as a “moving target” — figures change frequently, making planning and accountability hard.
➡️The @CSBAGUGANDA ED @JuliusMukunda criticized the 0.5% mobile money levy and taxes on smartphones, which penalize small entrepreneurs. Two-thirds of Ugandans cannot afford smartphones despite 96% internet coverage.
➡️The Protection of Sovereignty Bill, 2026, could classify NGOs, research institutes, and even WhatsApp groups as “foreign agents,” potentially cutting 8–10 trillion UGX in funding and causing job losses.
➡️Growth requires discipline, transparency, and inclusion. Civil society warns that without reforms, budget expansion alone won’t translate to real improvements for everyday Ugandans.
