Scott should not be congratulated for 10 tests over THREE MONTHS. All it does is support the National Test and Isolate protocol, where RATs must be done after an exposure.

As such, it is pure incompetence that this wasn't part of the original National Test and Isolate protocol.

St Basil's failed to protect their staff, and they were exposed to the virus, risking spreading it to further residents. St Basil's management refused to comply and furlough staff. CHO stepped in to stop further spread.
