Congress has the sole power to declare war. However, the President, as Commander-in-Chief, can deploy troops and initiate military action, but the War Powers Resolution limits this power. This resolution requires the President to notify Congress within 48 hours of deploying troops and mandates that such deployments must end after 60 days unless Congress authorizes an extension, which can be up to 90 days.
It was MILITARY action. Not War. No deployment of troops. End of story within his constitutional right.
