@citizentvkenya @SamGituku A tax is a regulated deduction based on statute and canons. A levy on the other hand can be equated to a prize paid for a gvt service and it is optional. Eg, fuel levy is charged on motorists and goes to maintain roads. One can decide not to use the car and avoid paying the levy.

The Court of Appeal has ruled that the housing levy is unconstitutional.

In its ruling, the three-judge bench consisting of, Justices Lydia Achode, John Mativo & Mwaniki Gachoka rules that the housing levy remains suspended as declared by the High Court.
