ICE bought 11 warehouses for $1 billion to scale mass detention. Seven are now being offloaded for losses exceeding $700 million. Not one was opened. Some sites cost up to $145 million before renovation. The IG is investigating. Even Republican mayors begged DHS to stop. An administration that ran on rooting out waste set fire to three quarters of a billion dollars on warehouses it could not legally use.
Meanwhile real people remain detained in the existing facilities. At the Miami Correctional Facility in north central Indiana, the state's contracted ICE detention site, the Freedom for Immigrants hotline logged dozens of detainee calls last winter reporting medical neglect, poor food, and physical abuse by guards. Indianapolis itself was on the 8,500 bed expansion list per DHS documents, a fact Mayor Hogsett learned from the Times rather than his federal government.
The warehouse plan failed. The apparatus it was meant to feed is still running. The harm did not go away. It just got concentrated.
