Passengers stepping off a Business Class flight only to be herded into a tired Ashok Leyland shuttle with worn seats, scuffed floors is not the welcome high-value travellers expect Sri Lanka.

First and last impressions matter disproportionately with this segment. They notice the gap between the product they’re paying for and the product on the ground.
Sri Lanka should do better if the ambition is genuinely high-yield tourism rather than pure volume. A dedicated premium airside transfer (clean, air-conditioned, proper seating ) is a relatively low-cost, high-signal improvement. It simply signals that we understand the difference between a passenger and a high-value traveller to the country.

An inexperienced mind is easy to influence, not because it's weak, but because it was never allowed to develop. When parents mistake control for protection, they can raise adults who fear making decisions, second-guess themselves, and mistake obedience for love. This leaves them vulnerable to manipulation by parents, siblings, and other family members well into adulthood because they were never given the freedom to trust their own judgement. Confidence grows through experience, not over protection.

Since 2009, #SriLanka has spent billions in taxpayer funds on designs, consultancies and construction related to expansion of Bandaranaike International Airport (BIA). But there’s still no 2nd terminal to show for it.

*Project conceptualised in 2009 to expand BIA’s passenger movement capacity from 6 to 12mn; Rs 405.15mn spent as consultancy expenses on designing works. Later changed from 6 to 15mn pax. Consultancy expenditure wasted.

*New consultancy agreement signed in March 2014 with a Japanese joint venture and amended in 2016, 2023 and 2024 to meet AASL’s updated requirements. Expires in July 2028. Consultancy cost has been set at US$ 1.48mn, JPY 3.4bn and Rs. 1.731bn.

*By December 31 last year, AASL had paid Rs. 6bn on just planning and consultancy.

*Japanese funding arrangements and loan agreements entered into in 2012 and 2016 sets total approved project funding amounted to JPY 74.39bn. As of December 31 last year, only JPY 27.87bn had been spent.

*AASL separately incurred JPY 131.7mn in interest charges for the loan.

*Loan repayments commenced from 16 March 2022 despite substantial unutilised balance remaining in loan accounts.

*Construction was divided into packages A and B, including a remote apron and taxiways to expand aircraft parking bays. Package A was passenger terminal and associated works contract; awarded to Taisei in March 2020 at Rs. 105.56bn. Scheduled to be completed by December 2023.

*Work suspended in December 2022 after JICA stopped funding due to Sri Lanka’s sovereign debt default. At the time, the total payment made to the contractor, Taisei, was Rs. 37.23bn; actual work completed was only 6.85% when compared with the planned 30%.

*In March this year, Acting Project Director tella Auditor General that 3 items were scoped out from the project. Although the costs relating to these items had been incurred using the Company’s [AASL’s] own funds, consultancy payments amounting to approximately Rs. 96.79mn relating to the same items had been charged to the project cost.

*Materials worth Rs 1.995bn for the construction of the passenger terminal and associated works were stored in private warehouses after building was suspended, racking up rental charges of nearly Rs 100mn (inclusive of VAT) by end-2025. There will be more rental expenses until the recommencement of the project.

*Commitment charges and project administration expenses of Rs 230mn were incurred during the suspension period without corresponding progress in construction activities.

*Two contracts worth Rs. 3.75bn entered into with a private company to carry out protective works and other essential activities; payments of Rs. 2.935bn were made from AASL’s own funds by the end of March this year.

*Out of the total claims paid to Taisei during 2025 amounting to JPY 12.794bn and Rs. 14.221bn, JPY 7.76bn and Rs. 6.64bn were paid as termination claims. This means a substantial portion of the payments made during the year arose due to termination of the contract.

*Fresh tenders called in September 2024 to restart the initiative. Deadline for bid submission was extended twice, up to March last year. Evaluation of technical proposals by the Technical Evaluation Committee been completed on 17 November 2025, while the financial proposals were opened on 9 April 2026. Look at the time spent.

*Auditor General says further delays in project recommencement are possible, thereby increasing risk of additional cost escalations, continued storage and administrative expenses, and further delays in achieving the project objectives.
