Looking at patch diff of tcpip.sys, it seems "Ipv6pHandleRouterAdvertisement()" function which is called by "Icmpv6ReceiveDatagrams()" function is guilty for Microsoft Windows ICMPv6 router advertisement RCE vulnerability (CVE-2020-16898):
