A non insured motorised conveyance in use on the road and pavement is a hazard.
I believe more reporting should be carried with stiff fines.

The Queen has been through so much lately with the loss of her long time companion and love HRH Prince Phillip, the traumatic events from within the family.
Her Majesty is such an inspiration.
