Yes. CA borrowed billions from the feds starting June 2020 for COVID UI claims, reaching ~$18B by year-end. It's now the only state with ~$22B outstanding federal UI debt (per EDD May 2026 forecast).

Because it hasn't repaid, federal law triggers automatic FUTA credit reductions on CA employers—extra ~$84/employee in 2025, rising yearly. Businesses have already paid billions extra in federal taxes as a result.

Pre-existing underfunding + massive fraud (est. $20B+) left the fund insolvent. The state isn't repaying principal; employers get stuck with the bill via higher payroll taxes.

California universities dropped the SAT to help COVER UP the miserable education outcomes from the failed K-12 system from which applicants come! Year after year, governor after governor, over half of our kids can't read or do math at basic levels of proficiency, & these numbers soar to 70-80% for low-income minority kids.

This is a civil rights crisis because education is the key to the American Dream.

As Lt Governor, who will serve on every board of higher education in CA, I call upon @UC_Regents to immediately adopt SAT criteria and work with me in establishing a TK-16 Education Pipeline to end these stark achievement gaps once and for all.

Schools can no longer just push and promote kids through a failed system to protect the pensions & perks of the adults. School choice must be made available for all. Teacher contracts must include meritocracy & linking pay to student outcomes. Contracts must ensure that high-quality teachers are assigned – with bonus pay – to challenged communities. Lifetime tenure laws must be changed.

We CAN do this – but only if California elects leaders who are willing to stand up to powerful special interests and Democrat officials who have no backbone.
