They have changed their website again.
It is now possible for foreigners to submit a claim by mail.
Good riddance, State of Washington.
I admit defeat.

Another option: eventually consistent data stores and replication processes are struggling. What I see in Ontario may differ from what you see in Tennessee.

The bandwidth seems surprising -- 750 GB/day for 6,000 users -- seems kinda high!

The stack seems a bit clunky - you might have to actually host an instance to help out.

- Facebook: 7 hours
- Reddit: 15 hours
- Roblox: 72 hours
- Atlassian: 14 days (wtf)
It's unlikely Twitter goes down. But possible. And if it's an outage that results in a cold start problem, they're in a bad place
