Cleantech has driven the ability to solve climate, but the world won't be serious about solving climate and meeting the IPCC goals until you see not just technology, but trade policy instead of tax and regulatory policy, again a core part of the climate and cleantech discussions.
Until China, and the major emerging markets emitters deliver actual caps, a fundamental trade problem, nothing the OECD does alone will solve the problem.
It's a global trade problem that can't be handled by the EPA or a US carbon tax or big subsidies or energy efficiency policy. Only by technology and trade.
