I asked a keke rider this same question one time and his response was that they do that so as to not make lower pricing a norm.

If you price a N200 keke for N100 every time and they keep carrying you, at the long run, the price automatically becomes N100. However, if they don’t carry you and you stay at the bus stop for long without getting keke, sooner than later, you will start preparing to pay N200.

So they are simply playing the long game.

So, they rather not carry you, so when next you're coming out, you come with the actual fare.
