CLEAT Deputy Executive Director Jennifer Szimanski testified today at the House Committee on Homeland Security, Public Safety, and Veterans’ Affairs interim hearing. Szimanski spoke on two panels, one of which focused on the implementation of the TCOLE sunset bill, specifically law enforcement agency standards. The second panel addressed issues surrounding law enforcement recruiting and retention.
As departments continue to face staffing shortages and increasing demands, CLEAT remains committed to ensuring the voices of Texas law enforcement officers are heard where it matters most. Supporting the profession starts with recognizing the realities officers face every day and fighting for policies that strengthen recruitment, retention, protections, and long-term support for those who serve our communities across the state.

CLEAT Staff Attorney John Bradshaw said CLEAT was recently contacted by members who claim high-ranking sheriff’s officials have harassed union members because of who they support politically.
Bradshaw warned CLEAT will “rigorously defend” its members if there is any retaliation, including terminations or transfers, based on political views or candidate support. He said those beliefs are constitutionally protected and “has no place in the workplace.”

CLEAT has spent more than a decade trying to persuade lawmakers to change retirement and disability benefits for ISD and state university police officers.
“The current model reflects great disparity between these police officers and almost all others across the state when it comes to retirement and disability. This is not sustainable for the future of campus law enforcement officers in Texas,” wrote CLEAT Deputy Executive Director Jennifer Szimanski.
CLEAT said legislation addressing the issue failed during the last session but remains a priority heading into the 2027 legislative session.
