#1 yes, deployment from master to Production can be automated through CI job as long as you check the "trigger via commit to branch" in the CI job setting and add ClickDeploy web-hook configuration in Github (just follow the intruction on screen).

@pvukovic @andyinthecloud thanks @pvukovic this is a bug with the metadata API which we have raised a ticket for Salesforce team to look at. The metadata API returns incorrect modified date for Custom Metadata records. We also added a ticket internally to remove the date to avoid confusion. thanks.
