2 things can be true at once:

The criticism over shortcomings of the LRT3 are legit.

At the same time, the need for cost cutting is real, given the huge 1MDB debt.

As of 9/2025, Msia still owes RM24.46b despite RM31b in the asset recovery. That could hv paid for the full LRT3.

Désormais, méfiez-vous de TOUT le monde qui achète de la sympathie publique en signant des chèques.

Reprenons l'histoire d'Elon, parce qu'elle est parfaite. 2021. Le patron du PAM, David Beasley, le tague publiquement : "2 % de ta fortune et tu résous la faim." Elon ne dit pas non. Il dit une seule chose, et c'est la chose la plus saine qu'un milliardaire ait jamais dite à une ONG : "Décrivez-moi exactement comment 6 milliards résolvent la faim. Compta open-source, que le public voie où va chaque dollar. Et je vends du Tesla immédiatement."

Réponse de l'ONU : un plan à 6,6 milliards pour nourrir 42 millions de personnes… pendant un an.

Vous voyez le problème ? Ils n'ont jamais pu répondre à la vraie question. Parce que la réponse n'existe pas. Le don ne résout rien : il nourrit douze mois, et la faim revient en janvier. C'est un abonnement, pas une solution. Beasley demandait un robinet permanent et l'appelait "charité".

La charité moderne, c'est ça : un puits sans fond déguisé en vertu. Elle ne touche jamais les causes profondes — la gouvernance, les institutions, la corruption, l'absence de marchés — parce que toucher les causes profondes tuerait l'industrie. Une ONG qui résout son problème se suicide. Son incitation, c'est que le problème dure.

Et l'argent ? Il ne va presque jamais à ceux qui sont censés le recevoir. Il s'évapore en couches de logistique, de salaires d'ONG, d'overhead, de "renforcement des capacités", de conférences à Genève. Vous donnez 100, le bénéficiaire en voit une fraction. Le reste fait vivre la classe professionnelle de la compassion.

Et puis il y a l'aile "intellectuelle" du truc : l'effective altruism. La version QI 145 du virtue signaling. Calculer froidement le bien marginal par dollar, "earn to give", sauver le futur. Le poster boy du mouvement s'appelait Sam Bankman-Fried. Il a détourné des milliards de clients en expliquant que c'était pour le bien de l'humanité. 25 ans de prison. Toute la ramification autour — fondations, think tanks, gourous de la moralité quantifiée — a découvert que l'altruisme optimisé est l'alibi parfait pour la fraude. Quand tu te crois en mission cosmique, voler devient un détail comptable.

Maintenant, le retournement. Devinez la SEULE forme de charité avec des preuves dures, des RCT propres, qui marche vraiment ?

Donner du cash. Brut. Random. À un village. Sans condition, sans plan, sans ONG qui t'explique comment vivre.

Étude Egger et al., Econometrica 2022 : 1 000 $ donnés à 10 500 ménages dans 653 villages au Kenya. Résultat : pour chaque dollar injecté, ~2,5 dollars d'activité économique locale. Quasi zéro inflation. Les gens achètent, les commerçants embauchent, le grain circule, le meunier rouvre plus tard. ~80 % de l'argent reste dans le marché local.

Et c'est là l'ironie totale, presque cruelle : le seul "acte de charité" qui fonctionne fonctionne parce que ce n'est PAS de la charité. C'est juste… du capital qu'on laisse couler dans une économie. Vous n'aidez pas les gens en leur donnant un plan. Vous les aidez en amorçant la pompe et en les laissant être des agents économiques. La charité qui marche, c'est juste du capitalisme déclenché de force.

Donc voilà ma règle. Méfiez-vous de quiconque achète votre estime avec un don public. Le chèque visible n'est pas une preuve de vertu, c'est une transaction : de la sympathie contre de l'argent, payée par les pauvres qui restent pauvres pour que le donateur reste admiré.

La vraie philanthropie ne pose pas pour la photo. Elle construit des produits, des entreprises, des emplois, des marchés. Elle amorce la pompe et s'en va.

Le reste, c'est de la cocaïne pour riches sans créativité.

Let me be brutally clear: A large tax collection is not a sign of good leadership.

It is a sign that you are very good at taking money from hungry people.

You want a trophy?

Here’s your real trophy: RM33.3 billion.

That is the amount of overpaid tax sitting in LHDN’s bank account right now.

Money that does not belong to the government.

Money that belongs to the rakyat.

Money that small business owners need to pay salaries.

Money that unemployed Malaysians — 28,800 of them just in the first quarter of 2026 — need to buy rice and milk and electricity.

Now let’s talk about fairness — because your system has none.

A taxpayer is 7 days late paying LHDN?

Instant RM10,000 penalty. Plus 10% late penalty. Plus another 5% after 60 days.

Plus interest. Total can reach 40% + 5% annual interest.

LHDN is 1,460 days late (four years) returning overpaid tax?

Zero penalty. Zero accountability. Zero shame.

Why is the penalty only one way?

Why is the government allowed to borrow the rakyat’s own money — for years, while the rakyat gets crushed for being seven days late?

You call yourself the best finance minister in Asia?

Based on what?

Based on how fast you collect?

Or based on how fast you return what isn’t yours?

Because Singapore returns overpaid tax in 7 days.

Vietnam? 7 days.

Thailand and Indonesia? Within one month.

Malaysia? Four years.

And don’t you dare say the country is “broke” or “recovering” or “facing constraints.”

If Malaysia is so broke that it cannot return RM33.3 billion of its own citizens’ money, how did you find RM200 million to give overseas just like that?

One announcement. One press conference. Gone.

So the rakyat’s money can wait years, but foreign causes get paid instantly?

Do you understand what RM33.3 billion means to the real economy?

That is not a statistic.

That is cash flow for thousands of SMEs who are surviving on less than three months of runway.

That is salaries for workers who just lost their jobs — 28,800 in Q1 2026 alone.

That is rent. That is school fees. That is medicine.

If you returned that money tomorrow, you would inject RM33.3 billion directly into local businesses, restaurants, clinics, and shops.

That is stimulus without borrowing.

That is economic recovery without new taxes.

That is common sense.

Instead, you keep the money.

You delay.

You brag about collections.

You treat overpaid tax like your personal credit card — spend it on pet projects, foreign handouts, Madani branding, and who knows what else.

Stop. Just stop.

The rakyat does not want to hear about record collection.

We want to hear about record refunds.

We want to see:

Every sen returned.

Interest paid for every day of delay — just like you charge us.

The four-year instalment plan abolished immediately.

The full backlog figure published — no hiding, no excuses, no capped refund limits.

No more foreign handouts until every Malaysian’s overpaid tax is returned in full.

You collected RM203.9 billion.

If you can collect that much with such speed and efficiency, explain to us — in plain, honest language — why you cannot return RM33.3 billion instantly.

Don’t say “processes.” Don’t say “audit.” Don’t say “systems.”

Because if your system can take money in seconds but takes years to give it back, then your system is not broken.

Your system is working exactly as designed — to starve the rakyat and feed the government’s spending addiction.

Return the money, Anwar. Every ringgit. With interest. Now.

Stop delaying the rakyat’s overpaid tax.

It’s not your grandfather’s money.

It’s not Madani’s slush fund.

It belongs to the people who work, sweat, and bleed for this country.
