ಬೆಂಗಳೂರು ನೀರು ಸರಬರಾಜು ಮತ್ತು ಒಳಚರಂಡಿ ಮಂಡಳಿ (BWSSB) ಅಧ್ಯಕ್ಷರಾದ ಡಾ. ಎನ್. ಮಂಜುಳಾ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಇಂದು ಜಲಮಂಡಳಿಯ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆ ನಡೆಯಿತು.

ಸಭೆಯಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಕಾಮಗಾರಿಗಳು, ಹೊಸ ಮೀಟರ್ ಅಳವಡಿಕೆ, ಎಸ್‌ಟಿಪಿಗಳ ನಿರ್ವಹಣೆ ಹಾಗೂ ಆಡಳಿತಾತ್ಮಕ ಕಾರ್ಯಗಳ ಪ್ರಗತಿಯನ್ನು ಪರಿಶೀಲಿಸಿ, ಅನುಷ್ಠಾನವನ್ನು ಮತ್ತಷ್ಟು ವೇಗಗೊಳಿಸಲು ಅಧ್ಯಕ್ಷರು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದರು.

ನಗರದ ಅಂತರ್ಜಲ ಮಟ್ಟ ಹಾಗೂ ಕೊಳವೆಬಾವಿಗಳ ಪ್ರಸ್ತುತ ಸ್ಥಿತಿಗತಿಗಳ ಕುರಿತು ಭಾರತೀಯ ವಿಜ್ಞಾನ ಸಂಸ್ಥೆ (IISc)ಯಿಂದ ಸಮಗ್ರ ಅಧ್ಯಯನ ನಡೆಸಿಸಿ, ವೈಜ್ಞಾನಿಕ ಆಧಾರಿತ ನೀರಿನ ನಿರ್ವಹಣೆಗೆ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಈ ಸಂದರ್ಭದಲ್ಲಿ ನಿರ್ದೇಶನ ನೀಡಿದರು.

Reviewing Progress. Strengthening Water Security.

BWSSB Chairperson Dr. N. Manjula, IAS, chaired a progress review meeting to assess the status of key infrastructure and operational initiatives across the Board.

The review covered ongoing infrastructure works, installation of new water meters, operation and maintenance of Sewage Treatment Plants (STPs), and other priority initiatives. Officials were directed to expedite implementation and ensure timely completion of ongoing projects to strengthen service delivery across Bengaluru.

To support scientific and data-driven water resource management, the Chairperson also directed officials to obtain a comprehensive study from the Indian Institute of Science (IISc) on Bengaluru’s groundwater levels and the current status of borewells.

The meeting was attended by Chief Administrative Officer Madan Mohan, Chief Engineer Dalayat, Financial Advisor Subbaramaiah, and other senior officials of the Board.

ಸರ್ಕಾರಿ ಮತ್ತು ಅನುದಾನಿತ ಶಾಲಾ ಶಿಕ್ಷಕರನ್ನು ವಿಶೇಷ ಸಮಗ್ರ ಮತಪಟ್ಟಿ ಪರಿಷ್ಕರಣೆ (ಎಸ್‌ಐಆರ್‌) ಕಾರ್ಯಕ್ಕೆ ನಿಯೋಜಿಸಿರುವುದನ್ನು ನಾನು ತೀವ್ರವಾಗಿ ವಿರೋಧಿಸುತ್ತೇನೆ. ಶಿಕ್ಷಕರಿಗೆ ಶಾಲೆಯಲ್ಲಿ ಪಾಠ ಮಾಡುವುದು ಬಿಟ್ಟು ಬೇರೆ ಕೆಲಸ ವಹಿಸುವುದು ಸರಿಯಲ್ಲ. ಇದರಿಂದ ಲಕ್ಷಾಂತರ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನ್ಯಾಯ ಮಾಡಿದಂತಾಗುತ್ತದೆ. ಇದು ಸರ್ಕಾರಿ ಶಾಲೆಗಳಲ್ಲಿನ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಕುಸಿತಕ್ಕೂ ಕಾರಣವಾಗಲಿದೆ.

ಈ ಹಿಂದೆ ರಾಜ್ಯ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗ ʻಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ, ಆರ್ಥಿಕ ಸಮೀಕ್ಷೆʼಗೆ ಶಿಕ್ಷಕರನ್ನು ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳುವುದನ್ನು ಶಿಕ್ಷಣ ಸಚಿವನಾಗಿದ್ದ ನಾನು ವಿರೋಧಿಸಿದ್ದೆ. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಶಿಕ್ಷಕರಿಗೆ ಅನ್ಯ ಒತ್ತಡದ ಕೆಲಸ ನೀಡಲೇಬಾರದು ಎಂದು ಹೇಳಿದ್ದೆ. ಎಸ್‌ಐಆರ್‌ನ ಸಂದರ್ಭದಲ್ಲಿ ಬಿಎಲ್‌ಒಗಳು ಯಾವ ರೀತಿಯ ಒತ್ತಡಕ್ಕೆ ಒಳಗಾಗುತ್ತಿದ್ದಾರೆ ಎಂಬುದು ಈಗಾಗಲೇ ಎಲ್ಲರಿಗೂ ತಿಳಿದ ಸಂಗತಿ. ಈ ಕಾರ್ಯವನ್ನು ಶಿಕ್ಷಕರಿಗೆ ನೀಡಿದರೆ ಖಂಡಿತವಾಗಿಯೂ ಅವರು ಶಾಲೆಯಲ್ಲಿ ಸರಿಯಾಗಿ ಪಾಠ ಮಾಡಲು ಸಾಧ್ಯವೇ ಇಲ್ಲ. ಒಂದು-ಒಂದೂವರೆ ತಿಂಗಳು ಶಾಲೆಗಳಲ್ಲಿ ಪಾಠ ತಪ್ಪಿದರೆ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಆಗುವ ಅನ್ಯಾಯಕ್ಕೆ ಯಾರು ಹೊಣೆ? ಚುನಾವಣಾ ಆಯೋಗ ಕೂಡಲೇ ಎಸ್‌ಐಆರ್‌ ಚಟುವಟಿಕೆಗೆ ಶಿಕ್ಷಕರ ಬಳಸಿಕೊಳ್ಳುವುದನ್ನು ನಿಲ್ಲಿಸಬೇಕು.

ಮಕ್ಕಳಿಗೆ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ದೊರೆಯುವಂತೆ ನೋಡಿಕೊಳ್ಳುವುದು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಆದ್ಯ ಕರ್ತವ್ಯ. ಹೀಗಾಗಿ ಎಸ್‌ಐಆರ್‌ನಲ್ಲಿ ತೊಡಗಿರುವ ಶಿಕ್ಷಕರೂ ನಿಯಮಿತವಾಗಿ ಪಾಠ ಮಾಡಬೇಕೆಂದು ಶಿಕ್ಷಣ ಇಲಾಖೆಯು ಹೊರಡಿಸಿರುವ ಆದೇಶದಲ್ಲಿ ಯಾವುದೇ ತಪ್ಪಿಲ್ಲ.

ಪಾಠ ಮಾಡಬೇಕಾದ ಶಿಕ್ಷಕರನ್ನು ಬೋಧಕೇತರ ಕಾರ್ಯಗಳಿಗೆ ನಿಯೋಜಿಸುವುದನ್ನು ತಡೆಯುವ ಉದ್ದೇಶದಿಂದ ನಾನು ಸಚಿವನಾಗಿದ್ದಾಗ ʻಕರ್ನಾಟಕ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳು (ಶಿಕ್ಷಕರ ವರ್ಗಾವಣೆ ನಿಯಂತ್ರಣ) (ತಿದ್ದುಪಡಿ) ಮಸೂದೆʼಯನ್ನು ಜಾರಿಗೆ ತಂದಿದ್ದೆ. ನಮ್ಮ ಶಿಕ್ಷಕರನ್ನು ಸಮೀಕ್ಷಕರನ್ನಾಗಿಸುವುದನ್ನು ತಡೆಯಲು ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಅಗತ್ಯವಿದೆ.

I strongly oppose the deployment of government and aided school teachers for the Special Integrated Roll Revision (SIR) duties. Reassigning teachers to non-teaching tasks at the cost of classroom instruction is highly inappropriate. This practice compromises the academic interests of lakhs of students and will inevitably lead to a decline in the quality of education within government institutions.

Historically, during my tenure as the Education Minister, I vehemently opposed utilizing teaching staff for the State Backward Classes Commission’s 'Social, Educational, and Economic Survey.' I maintained that under no circumstances should educators be subjected to such extraneous, high-pressure responsibilities. The immense administrative stress experienced by Booth Level Officers (BLOs) during the SIR process is already a well-documented fact. Compelling teachers to undertake these tasks will severely impede their ability to deliver regular classroom pedagogy. If classroom learning is disrupted for six weeks, who will bear the responsibility for the academic loss inflicted upon our students? The Election Commission must immediately cease deploying teachers for SIR operations.

Securing quality education for our children remains the primary mandate of the Education Department. To that end, the department's recent directive mandating that teachers involved in SIR must concurrently fulfill their regular teaching obligations is entirely justified.

To legally insulate educators from non-scholastic deployments, I had introduced the 'Karnataka State Civil Services (Regulation of Transfer of Teachers) (Amendment) Bill' during my ministerial tenure. There is an urgent, absolute necessity to enforce strict measures to ensure our educators are not systematically reduced to data surveyors.
