Paris has an office tower district ( La Défense, left) AND a mixed use CBD (right).

La Défense is carrying roughly ~14–19% office vacancy while the CBD remains extremely tight at ~2–4%

And this is because La Défense is a monofunctional office district of large floorplate towers that depends almost entirely on office demand, whereas the CBD is embedded in a fine-grain, mixed-use urban fabric where offices sit alongside where people live, ie a real NEIGHBORHOOD
