SPARSH. Pathetic state of the website and its functioning. For information and immediate rectification by the authorities as time for submission of ‘Life Certificates’ by Veterans has arrived.

Have been trying to generate ‘Manual Life Certificate (MLC) from 30 Sep. problems: Log in difficulty, tried to change Passward at least 20 times, Finally old password itself worked on 04 Oct and MLC could be generated.

Thereafter changed password twice due to log in difficulty again to upload completed MLC. Still could not log in.

Went over to Sector 37 Noida Sparsh Centre in ECHS today to upload the completed MLC and again the Sparsh representative could not log in.

On query, the representative informed me the problem has been persisting for some time.

If this is the problem I am facing as a retired Brigadier, one can imagine the problems faced by retired Jawans, Widows and the disabled.

In earlier system an individual went to the branch of the bank where he was receiving his pension, filled his particulars (Army No, Rank and Name) signed the form and handed over the form to the Bank official, who filled up the PPO no and acknowledged the Life certificate. Nothing more was required to be done by the pensioner. The system was changed and a complicated procedure was introduced.

Was it aimed at punishing the Veterans?

I request an official or a bureaucrat to open the web site and find out where the MLC is to be uploaded. It is a near impossible proposition.

Take a look at the information that is required to be filled up after the MLC is uploaded. Most of them are repeat of the information provided by the bank official.

The completed MLC form has to be converted to pdf format before uploading. How many retired officers, jawans and widows understand what a pdf format is and how to convert the completed MLC into pdf format. Suggest do a survey to find out the reality.

Why can’t a MLC form with all required information be provided with two prominent buttons. (a) Down Load MLC Form (b) Upload Completed MLC Form. As far as a Veteran is concerned, other than these two buttons and a regular SMS to give the details of his pension for the ensuing month and the amount being credited to his account the rest details in the website are irrelevant.

If a survey is carried out even the updated PPO has not been loaded into the individual pages in the web site. Kindly take a look to ascertain, how updated the individual details in the website.

My request: kindly fix the problems in the web site without any further delay.

In a country which prides itself in the expertise of its IT professionals and its elite IT companies the state of the SPARSH website as at present is unacceptable. @PMOIndia @rajnathsingh @adgpi
