Archbishop Thabo Makgoba, the archbishop of Cape Town, is a personal friend of Archbishop Justin Welby. According to Welby he was informed about Smyth's abuse in 2013.
Makgoba lives about 5 miles from Smyth's home. But he failed to take any action to stop Smyth abusing.
