For the established businesses getting hit, is it usually one section dragging the whole domain down (a blog or location pages someone scaled), or sitewide? Wondering if noindexing the weak section before a reconsideration request is enough, or if Google wants to see it actually removed.

Respect for posting the unglamorous part. One thing that takes the edge off: pick a checkpoint now, like "if Orbis isn't at X users by month 9, I take two days a week of contract work." It's not a backup plan, it just stops the money worry from running in the background every single day.
