I am currently developing a programme of research examining both the mathematical foundations of artificial intelligence and the adequacy of current AI governance.

Artificial intelligence is built on mathematics, including linear algebra, probability, statistics, optimisation, calculus and numerical computation. However, AI systems are also shaped by human choices concerning data, model architecture, objectives, thresholds, testing, deployment and acceptable risk.

This raises a fundamental governance question: can artificial intelligence be meaningfully regulated without a sufficiently deep understanding of the mathematics, modelling assumptions and human decisions embedded within it?

My research is exploring where technical design, institutional power, accountability and public policy intersect. Particular attention is being given to transparency, explainability, responsibility for harmful decisions, democratic oversight and the risk that governance may create only the appearance of accountability without the expertise required for effective scrutiny.

This work is still in its early stages, but I hope to develop it substantially through research papers on https://t.co/pMKmJrVlQ9 and explanatory material on the Dr Cora Stack YouTube channel.

My wider research also addresses constitutional law, access to justice, protected disclosures, institutional accountability, public policy and power dynamics. These areas are connected by a central concern: how powerful legal, political, institutional and technological systems can be made more transparent, accountable and responsive to the people affected by them.

Ireland, AI, and the Data-Centre Electricity Question

Today’s CSO figures are striking: data centres now account for 23% of Ireland’s metered electricity consumption.

That is not a small technical detail. It means data centres use more metered electricity than all urban homes in Ireland.

Globally, data centres account for a much smaller share of electricity use — around 1.5% worldwide. In absolute terms, the United States and China use far more electricity for data centres because of the scale of their economies. But as a share of a national electricity system, Ireland appears to be an extreme outlier.

This raises serious questions.

Who benefits from this infrastructure?

Who pays for the grid upgrades?

Should ordinary households and small businesses bear part of the cost of serving global technology companies?

And how do we distinguish between genuine public-interest digital infrastructure and private computational expansion, including AI systems whose social, democratic and environmental costs are still not fully understood?

The issue is not simply whether data centres are “good” or “bad”. The issue is democratic accountability.

Electricity is not an abstract resource. It is a public necessity. It powers homes, hospitals, schools, transport, industry and everyday life.

If nearly a quarter of a country’s metered electricity is being used by data centres, then citizens are entitled to ask how these decisions are being made, who is making them, and whether the public interest is being properly protected.

AI is often discussed as if it exists in the cloud. But the cloud is physical. It requires land, water, electricity, infrastructure, planning permission, grid capacity and political choices.

Ireland now needs a serious national conversation about data centres, AI, energy justice and democratic control over critical infrastructure.
