Cornwall Insight's final price cap forecast for October is in, and bills are set to rise by 4%. On a unit for unit basis this takes them to their highest level since July 2023.
Ongoing uncertainty around the US-Iran conflict has pushed wholesale gas prices for this winter to a near four-year high. European storage operators are struggling to refill stocks before the cold weather hits, and gas-in-store levels are sitting at historic lows for this time of year.
A heatwave across Europe hasn't helped either, with air conditioning demand adding further pressure to gas needs for power generation.
VAT is being cut from electricity bills from October, saving around £45 a year. But wholesale market swings are outweighing that saving, which is why bills are still heading up despite the cut.

Under @ofgem new definition of a typical consumer, introduced in July 2026, the annual cap is expected to rise to £1,729 from the current £1,663.
Under the previous definition the annual cap is expected to rise to £1,941, from the current £1,862.
The amount a household pays depends on their usage, with these numbers reflecting Ofgem’s view of typical annual household energy demand.

GB battery storage revenues have risen sharply this summer, but a short-term spike is not the same as a long-term investment case.

The Prime Minister cut VAT on electricity bills yesterday, households should be better off, but has the conflict in the Middle East got in the way?

🏠 A 5% VAT cut on electricity is worth around £44 a year to a typical dual-fuel household.
🏠 Under the Ofgem’s adjusted definition of a "typical" household, October's price cap is currently forecast at £1,700. Under the old definition it would have been £1,906.
🏠 Bills are on track to rise by roughly 2%, largely due to increased unrest in the Middle East causing a jump in wholesale prices. Without the cut, that rise would have been higher.

🏠 The cut will be particularly welcome as we move into winter, especially for anyone whose usage is already high, whether that’s due to a big family home, a house with electric heating, or someone with high electricity demand given a medical or health need.
The bigger question is what happens next. As our Principal Consultant Craig Lowrey puts it:
"The real question now is what the new Secretary of State for Energy and Net Zero does with the Budget, given the VAT reduction is only confirmed until the end of the current financial year. There's talk of moving levies into general taxation, even bringing in block tariffs, which would be a much bigger shift than a VAT cut. She's only just taken on the role, so the whole industry will be watching for signals on where policy is heading."

Tuesday's report from @EnergyUKcomms and the CBI (@CBItweets), built on Cornwall Insight's data and modelling, delivered a clear message: business energy bills are an economy-wide challenge, and tackling them should be at the top of the next Prime Minister's to-do list.
Cornwall Insight’s CEO, Dan Morris, joined the panel at the launch to unpack the report.
Here's what our data shows:
🔷 Support isn't reaching most businesses
Businesses outside of the British Industry Supercharger (BIS) and the British Industrial Competitiveness Scheme (BICS) account for nearly 90% of non-domestic electricity consumption and comprise almost all the UK’s 2.7 million companies.
🔷 Those left out of the schemes will pay a lot more
Companies receiving BIS, or beginning to benefit from BICS from 2027/28, will see reductions or comparatively small increases in costs versus 2025/26. In contrast, industrial sites that do not receive support will suffer 20% higher costs compared to 2025/26.
🔷 Some sectors will feel it hardest
High Street businesses will face the greatest increase among the business sectors, with costs around one quarter higher. Peaky Demand sites, such as electric vehicle charging stations, will see their costs rise by almost half by 2030/31 due to their significant exposure to network costs.
