Ce mercredi soir, j'étais invité par Karim Rissouli dans l'émission @CceSoir sur @FranceTV, pour débattre autour du thème "Macron en Chine : partenaire ou rival ?" aux côtés de @Na_Devers, @ElvireFabry, François @ChimitsF, @Alice_Ekman, @AdeChalvron et Frédéric @MartelF.

J'ai voulu insister sur trois grandes idées :

• la Chine est devenue extrêmement puissante sur le plan industriel, leurs produits sont désormais bien souvent meilleurs que les nôtres, avec une énergie entrepreneuriale et une volonté de conquête du monde impressionnantes. Ils le disent et ne s'en excusent pas. Ils nous trouvent faibles et pauvres en inventivité, mais ils ne se rendent pas compte des conséquences géopolitiques de la domination totale qui se profile à leur avantage (passer de 35% à 50% de la valeur ajoutée de l'industrie mondiale)

• leur moteur fondamental est la fierté nationale, faire gagner la Chine en tant que Nation sur le plan économique, avec l'objectif d'être la première puissance du monde pour le centenaire de 2049. Et après les dernières décennies de désindustrialisation / délocalisation en Europe, nous sommes maintenant victimes de dépendances multiples et universelles dans tous les secteurs économiques, de la chimie à l'automobile ou la robotique...

• ce que la Chine a fait dans les années 1990 et 2000 pour protéger le développement de son industrie, c'est à notre tour de le faire en Europe, avec des droits de douane beaucoup plus importants. Nous devons nous fermer temporairement. Nous demandons aussi la protection des sous-traitants industriels européens (le fameux contenu local) et des joint-ventures aux entreprises chinoises, avec transfert de technologies.

Je pense qu'il faut qu'on arrive à faire comprendre à la Chine, par la diplomatie, que s'ils veulent se développer au sein du marché européen, ils doivent créer des emplois en #Europe pour financer l'Etat-Providence à l'européenne.

Sans jamais oublier que nous sommes écrasés entre deux colonialismes : industriel pour la Chine, digital pour les Etats-Unis. Nous avons raison de nous élever pour dire que cela doit suffire. Nous devons repartir sur une logique de planification, sur 15 ans, pour retrouver notre souveraineté.
