The Systematic Enforced Disappearance of Dissidents in Uganda Is a Crime Against Humanity: Free Praise Aloikin Opoloje

Kampala, Uganda — 27 September 2026: The Uganda Law Society demands the immediate release of human rights activist Praise Aloikin Opoloje, 27, who was extrajudicially transferred from Namungoona Police Station in Wakiso District yesterday to an undisclosed location suspected to be military detention.

Praise now joins thousands of Ugandans who have been systematically targeted for political intimidation through enforced disappearances.

Under Article 7(1)(i) of the Rome Statute of the International Criminal Court (to which Uganda is a State Party), “enforced disappearance of persons” is explicitly listed as a crime against humanity.

This is also the position under international customary law and Article 5 of the International Convention for the Protection of All Persons from Enforced Disappearance (which Uganda signed on 6 February 2007 but has failed to ratify): when enforced disappearances are widespread or systematic, they constitute a crime against humanity.

The Society is actively pursuing strategic litigation, human rights enforcement actions, and accountability proceedings both domestically and internationally, including potential command responsibility claims against those at the highest levels of the security apparatus.

We are also strengthening our Rapid Response mechanisms to protect advocates, document every violation, and seek remedies before regional and international bodies, including the East African Court of Justice and other human rights mechanisms, given the demonstrated failure of national institutions.

We call on all stakeholders — civil society organizations, the regional and international legal community, diplomatic missions, human rights bodies, and partners of the Rule of Law — to stand with the Uganda Law Society.

You can’t run a country with a thin skin that takes offence with criticism, challenge, ridicule, and insult from old people, children, youths, girls, boys, … etc. How far do you go in hunting them down! Eventually, even your own people get scared of you and only sing pretentious praises. You never get to know how they really feel about you, and, eventually, you miss out on constructive advice. Even as you head to a cliff, you will only be cheered on. It is quite predictable how this will end.
