To keep a republic requires more than institutions. It requires citizens united by a common devotion to liberty, civic virtue, and the common good.

Today is Flag Day!
The current design of Florida's state flag was adopted in 1900. Because when furled, the flag lacked color, the 1899 Legislature voted to place a constitutional amendment on the ballot to update the flag. Laws always point to a larger morality, & legal counsel at institutions will always seek to minimize litigation risk. Further, vulnerable faculty will always seek to signal over-compliance.
How "suppressive" the compliance may be isn't the question; "Is the law just?" is.
