I'm not unsympathetic to the fact that many USians are feeling pain due to the response of Canada (and others) to US tariffs which they might personally oppose.
But the reality is that the US polity as a whole is taking actions that are harmful to Canada. By being part of that polity, California is doing harm to Canada -- whatever a majority of people there might prefer.
People (especially, it seems, in democratic societies) want an exception when thinking about themselves, but still apply this idea to others. To those outside your polity, you are one entity. What matters is the outcomes, not internal disagreements that fail to impact that outcome.
The Senator here demonstrates how this works by suggesting California get treated differently from the rest of the US, while talking about "Canada's boycott" -- even though, what actually exists in Canada are a variety of different measures at the Provincial level (and only in some Provinces) contributing to reduced purchases of US alcohol. Why isn't he making those distinctions? Because he's outside the Canadian polity and therefore treats it as homogenous. It's natural, and often necessary to do that, but it works both ways.
If he doesn't want California to be subject to Canada's response to US tariffs, there are two solutions:
One is to work using internal US mechanisms to change the policies of the US polity towards Canada. How he does that is his business, but, if US tariffs are lifted then Canada will get rid of policies reducing US alcohol sales here.
The second is to break with the US polity on this issue in a way that is impactful. For example, California could choose to reimburse Californian companies for the cost of the tariffs when the order goods from Canada. Do that, and I'm sure Canadians would love to buy Californian wine.
Without that, California is just the guy within the gang who's somewhat apologetic while they try to beat and mug us. If you're part of the group attacking us, we can't pull our punches for you when we fight back.
