A challenge is perhaps to try to redraft without A/B while maintaining (a) gender neutrality, (b) succinctity of wording, and (c) ease of understanding (for ordinary end users).
Drafting with A and B clearly identifies two actors in relation to a provision. It avoids floating pronouns and uncertainty that thereby arises. It clarifies meaning. And is better than finding a tortuous inaccurate label.
Drafting is about giving clear effect to policy.
