Refunding the min pool fee isn't a gimmick.

In GNP1's 5 refund periods since 2021, delegators earned 3.48% vs 2.49% for all pools, beating 95% of them.

When we didn't refund, we trailed. The fee is the difference.

The vote might have failed to get min pool fee down from 170 ADA to 75 ADA but at GNP1 we don't care what the parameter tries to enforce
