INSPECTORATE OF GOVERNMENT AND LEADERSHIP CODE TRIBUNAL BOLSTER PARTNERSHIP AS PUBLIC OFFICERS' DECLARATION COMPLIANCE REACHES 80%
@IGGUganda and @LeadershipCodeT have reaffirmed their commitment to tightening the noose around non-compliant public servants following a significant boost in the 2026 declaration exercise.
During a quarterly joint meeting today at the @IGGUganda Headquarters, the two anti-corruption entities reviewed institutional milestones, case management statistics and enforcement strategies aimed at elevating integrity within the public service.
Deputy Inspector General of Government, @DrOkiria revealed that the April 2026 Public Officers declaration exercise achieved an 80% compliance rate, a marked improvement from the previous 2021 declaration cycle. @DrOkiria attributed this milestone to the @IGGUganda's rigorous public sensitization, upgrades to the electronic declaration system and the active deterrent presence of @LeadershipCodeT.
Presenting @LeadershipCodeT's status report, the Chairperson @rosekarugonjo highlighted substantial progress in resolving asset-declaration breaches and clearing case backlogs.
Between January and June 2026, the Tribunal cracked the whip on corrupt officials, imposing sanctions in 27 matters arising from a failure to declare assets. The disciplinary actions implemented to serve as strong deterrents included:
a)Monetary fines ranging from UGX 600,000 to UGX 2,000,000.
b)Official orders for the payment of costs.
c)Demotions and the withholding of emoluments where appropriate.
Both institutions concluded the engagement with a unified stance on zero tolerance to corruption.

SEVEN SENIOR PARLIAMENT OFFICIALS REMANDED OVER CORRUPTION CHARGES
Seven senior officials from the @Parliament_Ug have been remanded to Luzira Prison until 7th July, 2026, following their appearance before Grade One Magistrate Esther Asiimwe.
The officials are facing charges brought against them by @IGGUganda , including embezzlement, causing financial loss to the government, and money laundering.
They include; @ChrisObore1 , Director Communications, Mr. Adilo Daniel, Director Human Resource, Mr. Okema Leonard, Executive Secretary, Office of Speaker, Mr. Rajab Kaaya Ssemalulu, Principal Research Officer, Mr. Okwi Emmanuel Emuron, Principal Protocol Officer, Mr. Otebata Vincent, Capacity Development Officer, and Mr. Murebe Methods, Chief Executive Officer, Uganda Parliamentary Cooperative Savings & Credit Society Ltd (SACCO).

COURT REMANDS FOUR KALUNGU DISTRICT SENIOR OFFICIALS TO LUZIRA PRISON OVER UGX 500M LOSS TO GOVERNMENT
The Anti-Corruption Court has remanded four senior Kalungu District officials to Luzira Prison over allegations of causing financial loss of more than UGX 500 million to @GovUganda.
The Chief Magistrate Lochomin Peter Fred ordered that the quartet return to Court on 10th July, 2026, for the mention of their case.
The officials who include Ms. Rose Nalumansi, the interdicted Chief Administrative Officer (CAO); Mr. Biggwa Ismail Twaha, the Chief Finance Officer (CFO); Ms. Nakanwagi Sylvia Grace, the District Education Officer (DEO); and Mr. Muhangi James, the Acting District Engineer, were earlier arrested by the @IGGUganda .
They are also accused of embezzlement, abuse of office, money laundering, and neglect of duty, offences that have reportedly occasioned significant financial and administrative setbacks to the district.
According to investigations, Ms. Rose Nalumansi, Mr. Biggwa Ismael Twaha, Ms. Nakanwagi Sylvia Grace, and Mr. Muhangi James, during the FY2024/2025 in Kalungu District while employed as CAO, CFO, DEO, and Acting District Engineer, Kalungu DLG respectively, neglected to effectively oversee, verify and monitor the process of renovation of selected schools in the district, knowing or having reason to believe that their acts would cause financial loss to the government of Uganda and indeed caused financial loss of UGX 531,596,368 (Five Hundred Thirty One Million Five Hundred Ninety Six Thousand Three Hundred and Sixty Eight shillings) to the government of Uganda their employer.
The remand of the officials underscores the @IGGUganda's continued commitment to strengthening accountability, combating corruption, and safeguarding public resources.
It further demonstrates the resolve of the institution to investigate and address syndicated corruption within the public service, ensuring that those entrusted with public responsibility are held accountable for their actions.

IGG HONORS OUTSTANDING LDC GRADUATE IN TRIAL ADVOCACY
The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has recognized Ms. Lillian Binoga for her exceptional academic performance in Trial Advocacy during the 53rd Graduation Ceremony of @LDC_Uganda .
Ms. Binoga, who scored an outstanding 90 percent in Trial Advocacy on the Bar Course for the Academic Year 2024/2025, received a plaque and a cash prize in recognition of her achievement.
She was among more than 1,500 graduands who were awarded qualifications during the ceremony.
The award was presented on behalf of the IGG by Ms. Hilda Talibba, Director of Legal Affairs at the @IGGUganda .
The annual award is part of @IGGUganda longstanding partnership with the @LDC_Uganda aimed at nurturing competent legal practitioners committed to upholding constitutionalism, justice, and the rule of law.
The award also underscores the @IGGUganda dedication to promoting transparency, accountability, and the rule of law by encouraging outstanding performance in legal education and advocacy.

God never intended for you to carry the weight of your calling in your own strength. The moment you begin striving, forcing, and relying solely on your own ability, you'll find yourself exhausted.
True rest is found in trusting His grace.
Jesus never separated purpose from rest. He found strength in doing the Father's will, and the same can be true for us. When we learn to rely on God's power instead of our own, we discover that calling is not a burden to carry but a privilege to steward.

I have been informed this morning that Rev. Canon Lusania Kasamba, the former Provincial Secretary of the @ChurchofUganda_, has rested in glory.
He taught me Church History at @UCUniversity. He was a great disciplinarian, passionate evangelist, and a role model us that he mentored.
May the Lord comfort his family, friends, and the entire Church of Christ during this time of mourning.

@IGGUganda has arrested Mr. Mukiibi Hussein, 50, Principal Human Resource Officer (PHRO), Mityana District Local Government (DLG) for causing financial loss to the government and abuse of office.
According to investigations, Mr. Mukiibi, between January 2022 and December 2023, at Mityana DLG in Mityana District, being the PHRO OF Mityana DLG, irregularly processed and caused payment of unlawful salary arrears and salaries amounting to UGX 75,557,709 to Ms. Nuwagaba Agnes, Mr. Guma Jorum, Mr. Okodel Simon Peter, Mr. Chuchu Wamala, Ms. Namaganda Swafuwa, and Ms. Nandege Safina through manipulation of the Integrated Personnel and Payroll System (IPPS), knowing, or having reason to believe that his actions would and indeed caused financial loss of UGX 75,557,709 to @GovUganda .
He is already at the Anti-Corruption Court.

IGG CALLS FOR SWIFT FINALISATION OF ANTI-CORRUPTION CONFISCATION AND RECOVERY RULES
The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has called for the expeditious finalisation and implementation of the draft Anti-Corruption (Confiscation and Recovery Orders) Rules, 2026, describing them as a critical step in strengthening Uganda’s asset recovery framework and the fight against corruption.
Speaking at the closing of the National Validation Workshop on the draft Rules at the @PPDAUganda Head Office on Nakasero Road, the IGG commended members of the Inter-Agency Forum Legal Task Force and key stakeholders for their dedication in developing the regulations. The IGG noted that the Rules will provide the long-awaited procedural framework needed to operationalise Section 73 of the Anti-Corruption Act, enabling courts and other relevant institutions to effectively implement confiscation and recovery orders.
Lady Justice Naluzze observed that the absence of clear procedural rules has created challenges in managing confiscation proceedings, administering recovered assets, and ensuring consistent enforcement of asset recovery measures. Once enacted, the Rules are expected to close these gaps and strengthen one of the most powerful tools available to anti-corruption agencies.
Emphasising the broader significance of the Rules, the IGG stated that corruption deprives citizens of resources meant for essential public services and that effective asset recovery is a key mechanism for restoring public trust and ensuring that illicit gains do not remain in the hands of wrongdoers.
She further noted that the Rules will help Uganda meet its obligations under international and regional anti-corruption instruments, including the United Nations Convention Against Corruption (UNCAC), while demonstrating the country’s commitment to accountability and good governance.
Calling for continued collaboration, the IGG urged all stakeholders to take ownership of the Rules and support their implementation once promulgated.

God never intended our wounds to make us colder, harder, or more isolated. He wants to heal us so we can continue loving freely without carrying bitterness, resentment, or offense.
The goal isn't to love people less so you won't get hurt. The goal is to love people deeply while refusing to let offense take root in your heart.
