The idea that one have a quorum and declare all positions except senate president vacant and assign new chairs is illogical and preposterous. These cmte chairs are meant to reflect the majority that elected the leader. There is obviously a consti crisis whether we admit it or not

We have a senate president without a majority. We have senate committee chairs with no duly constituted committees. Without committees, there can be no hearings. Without hearings, nothing passes. Not even the budget. Without a fresh GAA, a reenacted one from this year.
Important to note who APC is in the pantheon of the DDS. APC was preferred by FPRRD to BBM for VP. APC an NP member disregarded dictates of the Villars to stay neutral in 2022. Now FPRRD is on trial in the Hague, his daughterte impeached. APC will die on this hill if he has to.

This precise wording came about after the charter amendment was passed (and approved by SC) straight after the war granting parity rights to US citizens until 1974. It was passed with a majority of those present after leftists were not allowed to take their seats under Pres Roxas
Section 16, Article VI of the 1987 Constitution says:
"The Senate shall elect its President and the House of Representatives its Speaker, by a majority vote of ALL its respective Members."
What did the framers mean by "all the members of the Senate"? They meant a literal count, not quorum or those present. "All the members" equals 24 senators. The Constitution fixed Senate membership at 24 in Sec. 2, Art. VI.
Fr. Joaquin Bernas, ConCom member, confirmed the intent in his commentary on the 1987 Constitution: they rejected the phrase “majority of those present” because the Senate President is 3rd in line to the presidency. They wanted a 13/24 MINIMUM, even with absences or vacancies.
The Supreme Court uses this exact phrase to strike down “12-senator elections”
When the Senate tried electing an SP with only 12 senators present, the SC cited Sec. 16(1) and said, in effect, that the Senate is composed of 24 members. A majority of 24 is 13. Without 13 senators present, the Senate cannot validly transact business.
It's all very simple arithmetic. I don't know why the ulalo minority has to complicate it.
The 1949 Avelino v Cuenco Supreme Court ruling tells us that what is happening now is not a bug, but a structural feature of our current constitution, which restored the pre-Martial Law, Commonwealth era senate.

@mlq3 You're expecting a few more senators to move over and replace APC as SP between now and then. They just need one more. However, the problem of constituting the committees is still a problem. Do not underestimate the creativity of this gang to disrupt proceedings.
@mlq3 All the better. It would mean a much reduced spending envelope. Unfortunately it would mean keeping all that ayuda, but the defence modernisation may suffer. That's what I'm more worried about given our SCS challenges.
Here's another possibility. With no functioning senate, in the event of an emergency, if the president were to declare Martial Law, both Kakampinks and DDS senators would unite to oppose an extension. But what if the admin just started jailing them?
I for one would welcome a reenacted budget with no new taxes and less spending as non-recurring expenses cannot be spent again. The president will be able to reallocate "savings" elsewhere. With spending capped, the deficit will shrink, as revenues grow with GDP.
