La purga ideológica que se acostumbra en entidades del Estado cada cambio de gobierno es uno de los mayores obstáculos para construir una burocracia profesional. Nos quejamos todo el tiempo de un Estado ineficiente pero castigamos a quienes dedican su vida al servicio público.
