I don't understand the intent of "The term eligible job training program means a CTE program at an eligible institution of HE that is not offered exclusively through distance education or a correspondence course, except as determined by the Sec to be necessary, on a temp basis"

@RussPoulin Agree. The intent may be quality and limiting funding for fly by night schools, but this does not look like it does that.
