ત્યારે IPS એસોસિએશનનો આત્મા મરી ગયો હતો?

સ્થાનિક સ્વરાજની ચૂંટણીના દિવસે, 26 એપ્રિલ 2026ના રોજ, વિસાવદરના ધારાસભ્ય ગોપાલ ઇટાલિયાએ તેમના ફેસબુક પર એક વીડિયો અપલોડ કર્યો હતો જે સોશિયલ મીડિયા પર વાયરલ થયો હતો. જેમાં તેમણે ચૂંટણી ડ્યુટી પર તૈનાત સિનિયર પોલીસ અધિકારીઓને દલ્લા/ દલાલ કહ્યા હતા અને વહીવટી તંત્ર સામે પણ આક્રમક ટિપ્પણીઓ કરી હતી.

જેથી 27 એપ્રિલ 2026ના રોજ ગુજરાત IPS ઓફિસર્સ એસોસિએશને રાજ્ય ચૂંટણી આયોગને લેખિત ફરિયાદ આપી કે “ગોપાલ ઇટાલિયાએ કરેલી ટિપ્પણીઓ ‘abusive, derogatory, defamatory અને inflammatory-અભદ્ર, અપમાનજનક, બદનક્ષીકારક અને ઉશ્કેરણીજનક’ છે. આ ભાષાનો ઉપયોગ ફક્ત રાજ્યની સેવા કરતા સમર્પિત અધિકારીઓનું વ્યક્તિગત અપમાન નથી, પરંતુ સમગ્ર કાયદા અમલીકરણ સંસ્થાની ગરિમા પર હુમલો છે. આવી ટિપ્પણીઓ જાહેરમાં અવિશ્વાસ ઉશ્કેરવાનો, પોલીસ દળનું મનોબળ ઘટાડવાનો અને કાયદાના શાસનને નબળું પાડવાનો એક વિચારપૂર્વકનો પ્રયાસ છે. ખાસ કરીને જ્યારે તેઓ ચૂંટણી ડ્યુટી જેવી સંવેદનશીલ જવાબદારી નિભાવતા હોય. રાજ્યના વરિષ્ઠ પોલીસ અધિકારીઓ અને પોલીસ કર્મચારીઓ સહિત રાજ્યના ચૂંટણી તંત્ર વિરુદ્ધ ખૂબ જ અપમાનજનક, ભડકાઉ ભાષા (‘દલાલ-દલ્લા’)નો ઉપયોગ કરેલ છે. કાયદા અમલીકરણ અધિકારીઓ પડકારજનક પરિસ્થિતિઓમાં પણ અથાક મહેનત કરે છે જેથી દરેક નાગરિકની સલામતી અને સુરક્ષા સુનિશ્ચિત કરી શકાય. રચનાત્મક ટીકા લોકશાહીનો પાયો છે, જ્યારે અપમાનજનક ભાષાનો ઉપયોગ અને ચારિત્ર્યહનન અસ્વીકાર્ય છે અને નાગરિક ચર્ચાની તમામ હદોને પાર કરે છે. IPS એસોસિએશન ગોપાલ ઇટાલિયા દ્વારા કરવામાં આવેલી અપમાનજનક ટિપ્પણીની સખત નિંદા કરે છે અને રાજ્ય ચૂંટણી પંચને મોડલ કોડ ઑફ કંડક્ટ (MCC)ના ઉલ્લંઘન સબબ કડક પગલાં લેવા વિનંતી કરે છે. કડક પગલાં લેવાથી સમગ્ર ચૂંટણી તંત્રનું મનોબળ વધશે જ નહીં પરંતુ મુક્ત, ન્યાયી ચૂંટણી તંત્રમાં જનતાનો વિશ્વાસ પણ વધશે.”

અહીં એક સ્પષ્ટતા કરવી રહી કે કોઈ પણ ધારાસભ્ય; જો મુખ્યમંત્રી/ નાયબ મુખ્યમંત્રી/ વડાપ્રધાન/ મંત્રીઓ/ ધારાસભ્યો/ સંસદસભ્યો/ અધિકારીઓ/ નાગરિકો સાથે ‘તું-તારી’ ભાષામાં વાત કરે તે જાહેર ભદ્રતાના હિતમાં ચલાવી શકાય નહીં.

થોડા મુદ્દાઓ:
[1] ગોપાલ ઈટાલિયાએ ચૂંટણીપંચને / પોલીસ અધિકારીઓને દલાલ કહ્યા છે તે ભાષા સાથે સહમત ન થઈએ પરંતુ ચિંતાનો વિષય એ છે કે શું ચૂંટણીપંચ/ પોલીસ વિભાગ ખુદ મોડલ કોડ ઑફ કંડક્ટ (MCC)નું પાલન કરે છે? શું ચૂંટણીપંચ/ પોલીસ વિભાગ ન્યાયી કાર્યવાહી કરે છે? શું વિપક્ષના કે અપક્ષ ઉમેદવારોને ઉમેદવારી પરત ખેંચવા પોલીસ ભૂમિકા ભજવતી નથી? ભાજપના 730 ઉમેદવારો બિનહરીફ થયા તે શું સૂચવે છે? શું ચૂંટણી પંચને એક પણ કિસ્સામાં MCCનો ભંગ દેખાયો છે? ગોપાલ ઇટાલિયાના શબ્દો 'અભદ્ર' હોઈ શકે, પરંતુ તે શબ્દો પાછળનો 'આક્રોશ' લોકશાહી માટે ગંભીર ચેતવણી છે.

[2] ‘દલાલ’ શબ્દનો અર્થ broker અથવા middleman છે, પરંતુ તેનો વપરાશ ઘણી વખત નકારાત્મક અર્થમાં થાય છે-જેમ કે ભ્રષ્ટાચારી, પૈસા માટે કામ કરનાર, પક્ષપાતી અથવા વેચાઈ ગયેલો વ્યક્તિ. પોલીસ અધિકારીઓને દલાલ કહેવા તે તેમની નિષ્પક્ષતા, પ્રામાણિકતા અને વ્યવસાયિક માન પર સીધો પ્રહાર/ આક્ષેપ છે. તેઓ કોઈના ‘દલાલ’ છે તેમ કહેવું તે તેમના વ્યવસાય અને સંસ્થાનું અપમાન ગણાય. પરંતુ જ્યારે પોલીસ અને ચૂંટણીપંચ નિષ્પક્ષ ન હોય/ પ્રામાણિક ન હોય અને સત્તાપક્ષની ઈચ્છા મુજબ જ વર્તન-વ્યવહાર કરે ત્યારે લોકો/ લોકોના પ્રતિનિધિ પોલીસની સખત શબ્દોમાં આલોચના ન કરે તો શું કરે? વિપક્ષ સામે ચૂંટણીપંચ/ સરકારી તંત્ર/ નાણા/ ગુંડાઓ/ ગોદી મીડિયા છે. વિપક્ષને શ્વાસ લેવાની તક ન મળે તે સ્થિતિ છે. આવા વાતાવરણમાં ‘દલાલ-એજન્ટ’ ન કહે તો શું દેવદૂત કહે? 'દલાલ' શબ્દનો પ્રયોગ ભલે કઠોર હોય, પણ જ્યારે ખાખી વર્દી સત્તાના એજન્ટ તરીકે કામ કરવા લાગે, વિપક્ષના ઉમેદવારોને બેસાડી દેવા માટે દબાણ કરે અથવા સત્તાધારી પક્ષના MCC ઉલ્લંઘન સામે આંખ આડા કાન કરે, ત્યારે જનતાની નજરમાં તેમની છબી 'રક્ષક'ની મટીને 'દલાલ' જેવી થઈ જાય છે. સન્માન માગવાથી નથી મળતું, તે નિષ્પક્ષ કામગીરીથી કમાવવું પડે છે.

[3] IPS ઓફિસર્સ એસોસિએશને વિપક્ષના ધારાસભ્ય સામે ચૂંટણી પંચને ફરિયાદ કરી છે તે સૂચવે છે કે આ એસોસિએશને સત્તાને ખુશ કરવા લેખિત ફરિયાદ કરી છે. શું આ એસોસિએશને ક્યારેય સત્તાપક્ષના ધારાસભ્યના ગેરવર્તન સબબ ફરિયાદ કરી છે? આ એસોસિએશને કોન્સ્ટેબલ/ હેડ કોન્સ્ટેબલ/ ASI/ PSI સાથે સત્તાપક્ષના ધારાસભ્યએ ગેરવર્તન કર્યું હોય તેવા કિસ્સામાં કદી કોગ્નિજન્સ લીધું છે? IPS એસોસિએશને 'અપમાન' અને 'ગરીમા'ની વાત કરી, પણ શું આ જ ગરીમા ત્યારે નથી હણાતી જ્યારે સત્તાધારી પક્ષના નેતાઓ પોલીસ કર્મચારીઓ સાથે જાહેરમાં તોછડું વર્તન કરે છે? શું ત્યારે આ એસોસિએશન સત્તાધારી નેતાઓ વિરુદ્ધ આવી જ લેખિત ફરિયાદ કરવાની હિંમત બતાવે છે?

Booked a train ticket via IRCTC for ₹321 (Kanpur → Delhi).

Ticket remained Waitlisted (WL 10) and got auto-cancelled.

Facts: • Ticket fare: ₹290
• IRCTC charges deducted
• Refund received: ₹250
• ₹60 deducted without any service

My questions: • Why is IRCTC charging fees when ticket is not confirmed?

• What exact rule allows deduction of ₹60 for a cancelled waitlisted ticket?

• How is this fair to passengers?

I am asking repeatedly every week. This is very very important & needs immediate attention.

Why should a RAC passenger bear full charge for 50% of a side lower seat? Isn't it unfair?

Once the chart is prepared, Railways must refund 50% of the fare with interest for RAC passengers. The same source of payment can be used for the refund.

Pls implement this immediately. I see many ladies and senior citizens who travel by RAC, without sleep and they pay full charge. This is so unfair.

If any of you reading this feel that this should be implemented immediately, comment with your thoughts and share until Railways makes it a fair deal for passengers.
