1. The Core Distinction: Two Parallel Plots

To understand the mechanics of the conspiracy, the historical timeline must be divided into two completely separate operations occurring simultaneously in 1963:

The Almeida Plan (The Government's Plot): Orchestrated by Attorney General Robert F. Kennedy and the CIA, this is a top-secret, highly classified operation to back an internal coup in Cuba led by Commander Juan Almeida. To map out and probe pro-Castro networks, the intelligence community utilized a low-level, deniable intelligence asset: Lee Harvey Oswald.

Plan Judas (The Conspirators' Plot):
Formulated in secret by Lieutenant Colonel Alexander Haig and exile leader Enrique "Harry" Ruiz-Williams, this is an entirely independent, off-the-books assassination plot. Its objective is to execute John F. Kennedy and use the resulting chaos to depose Fidel Castro.

2. The Betrayal: Williams Becomes the Judas

The code name Plan Judas derives from the ultimate betrayal at the center of the conspiracy. Harry Ruiz-Williams exploits his close, trusted personal friendship with Robert F. Kennedy. By pretending to loyally run the Almeida coup operation, Williams "suckers" RFK into authorizing the exact logistics, funding channels, and operational safety zones that the conspirators require. RFK blindly hands the plotters the keys to the kingdom, completely unaware that Williams is weaponizing those assets against the President.

3. The Pre-Fabricated Trap

Knowing every detail of the government's highly classified Almeida plan, Haig and Williams fabricate a false narrative in advance. They manufacture fraudulent intelligence claiming that Lee Harvey Oswald—who they know is attached to the Almeida operation—had recently been in Havana meeting with Cuban intelligence handlers. The narrative is a weapon engineered before the fact. The moment JFK is killed in Dallas, Haig presents a pre-fabricated document to his military superiors. The document is designed to flash an immediate red alert to the Pentagon: The Almeida plan has been compromised, and Castro turned your asset, Oswald, against you.

4. The Perfect Catch-22: The Unwitting CIA Cover-Up

This is where the genius of Plan Judas succeeds. The CIA, the FBI, and RFK have absolutely no idea what "Plan Judas" is, even when the phrase shows up randomly in intercepted exile communications or classified files. They do not realize it is an internal military-exile plot to kill the President.

Instead, when JFK is murdered and Haig presents the "Oswald in Havana" document, the White House and the CIA fall into a state of absolute panic. They look at the file and draw the exact conclusion Haig and Williams intended them to draw: The assassination is a catastrophic intelligence blowback.

RFK and the CIA genuinely believe that their own secret operation (The Almeida Plan) backfired, that Cuban intelligence apparently flipped Oswald, and that their covert actions directly caused the death of the President. RFK collapses in grief, telling Harry Williams on the phone that "one of your guys did it"-- knowng Oswald was a compromised piece of their own anti-Castro puzzle.
