Interpreting this grammatically, it's difficult to differentiate three classes from the sentence. Why not use "and" or "or"? Why not spell out the specifics if it's so important? As with most things, OP interprets things to support the conclusions we already have.

It's academically interesting to interpret "foreigners, aliens, who belong to the families of..." to imply three excluded classes of foreigners... But then you'd need to define a "foreigner" vs. "alien" which even in the 1800s is a distinction w/o a difference.

The US has historically interpreted this to mean: kids born to ambassadors (qualified as "foreigners, alien") don't get citizenship b/c ambassadors have allegiance to their country (and embassy's are considered foreign soil). This concept is current international law!
