There is also a need to expand the investment promotion programme, while Science, Technology and Innovation should be approached as a cross-cutting component across the ATMS, rather than as a stand-alone area.

It must be judged by the exports realised, investments attracted, technology transferred, tourism generated and jobs created.
Let us therefore remain focused, assign clear responsibilities and deadlines, and follow up consistently.
@GovUganda’s role is to facilitate and remove barriers, while the private sector drives investment, production and exports. We must work together to turn the opportunities we identify into tangible results for Uganda.

The evening session focused on immigration policy and border management, examining home-grown immigration systems, average visa issuance timelines, revenue mobilisation at border points, relations between Immigration and the private sector, integration of URA and immigration systems, and the automation and optimisation of border systems and visa platforms to facilitate cross-border trade.

The afternoon session features a technical approach towards investment attraction, deal structuring, investor follow-up, Science, Technology and Innovation (STI) transfer and strategic partnerships, focusing on practical approaches to identifying and engaging prospective investors, structuring bankable investment opportunities and strengthening follow-up to move leads from initial interest to concrete deals.
The session also examines how Uganda can leverage international partnerships to facilitate technology and knowledge transfer, foster innovation and build strategic collaborations that contribute to sustainable investment, industrial development and broader economic growth.

On 9th July 2025, #EACOP MD Guillaume Dulout, together with the Management Team, paid a courtesy visit to the Hon. Canon Dr. @NankabirwaRS, Minister of Energy and Mineral Development.
The visit provided an opportunity to share key project updates and ongoing strategic initiatives. Discussions focused on construction progress and reaffirmed the strong collaboration between #EACOP and @MEMD_Uganda.

I also witnessed the signing of five other agreements with our UAE investors across various sectors, including aviation, tree planting, a digital land management system, logistics cargo hubs, storage chain facilities, and a comprehensive digital payment system for government transactions.

Today, I witnessed the signing of a historic oil refinery implementation agreement between Uganda and Alpha MBM Investments LLC, a company based in the UAE. This agreement will see the the construction of a crude oil refinery in Hoima District, with a capacity of 60,000 barrels per day.
The oil refinery is not just about fuel but also about Uganda producing and exporting refined products instead of importing them. We must stop exporting raw materials and instead add value to everything we produce.
Today, on behalf of the Government @GovUganda, i signed the Implementation Agreement for Uganda’s Oil Refinery with a capacity of 60,000 barrels per day, marking a historic step in our Nation’s Oil & Gas journey. This is transformative for our economy, our people, and our future.
BREAKING: An Implementation Agreement for the Uganda Refinery has been signed between @MEMD_Uganda , UNOC and a joint venture partner, Alpha MBM to commence the design, construction and operation of the 60,000 barrels per day refinery in Hoima.
Construction is expected to span three years.

As the sun's rays started piercing the sky this morning, this vessel carrying 58,000 metric tons of petrol arrived at Mombasa.
It is the maiden vessel as UNOC implements the sole importation of fuel products mandate.
The fuel will get into the @kenyapipeline infrastructure and later to Uganda via trucks.
